The Bank of Uganda does maintain up-to-date records of licensed banks (last updated 30 Jun 20). It also produces an annual supervision report; the most recent (Dec 18) does acknowledge increased cyber risk across the banking sector but does not appear to currently have the tools to effectively supervise cyber risk.
