Title
3% conviction rate of cybercrime in Bangladesh
About
Analysing data of the countries lone Cyber Tribunal in Dhaka (started in Feb 2013), found that charges against the accused were proven in only 15 out of 495 cases.
Police only submitted final report in 129 cases.
83 cases - accused discharged at the outset during charge farming hearings when court found probe reports were not proven, 54 cases accused acquitted when prosecution failed to prove charges.
Key findings
Most of the accused are released mostly due to out of court settlements, lack of skilled lawyers and inexperience of law enforcement in handling cyber crime cases (faulty police probe reports due to lack of skills handling cyber crimes. Police often submit charge sheets in cyber crime cases without IT and forensic reports). Therefore making it difficult for prosecution to prove the charges. Also loopholes in the law let criminals off the hook.
