Resolution passed on oct 2008 for guidelines for counter terrorism policy prepared by the Parliamentary committee on National Security (PNCS). Committee also stressed need for comprehensive CT Strategy and the need for a central institution to integrate these CT efforts - then formed the National Counter-Terrorism Authority (NACTA)
