Paper from Feb 2019 on current state of Pakistan Cy Sec: Conclusion Over the years Pakistan has done its share of legislation and process regarding the cyber space but they have not adequately addressed the issue. Recommendations: CERT implementation plans as details in the PEC act are vital around 30-35% of bandwidth is lost due to data packets not going directly to the source of information, an IXP is essential for Pakistan. Its experts have called for more balance ( Khan 2016).

Need a joint structure for civil and military coordination for cyber security assessment and response Need national level strategy which should be enforced and implemented through national and sectorial CERTs Need national policy and framework for Cy Sec - draft is with ministry (find out if its gone live) Academia - quality of curricula and syllabus must be enhanced to meet latest challenges. Even Pakistan Telecommunication Authority (PTA) lacks necessary human resource for Cy Sec positions. Prevention of Electronic Crimes (PEC) Act 2016. this act proposes punishment for cyber offences: unauthorised access to info system, unauthorised copying of any data, access to any critical infrastructure, electronic fraud, tampering with comms info, offences against person modesty or decency, writing or transmitting malicious code, cyber stalking, hate speech . it also recommends a Computer Emergency Response Team.
